Vietnam Caps Crypto Exchange Pilot at Five Licenses in Regulatory Push
Vietnam's Ministry of Finance has imposed a hard ceiling of five licensed operators for its cryptocurrency exchange pilot program, as confirmed by Deputy Minister Nguyen Duc Chi. The decision follows September's Resolution No. 05/2025 authorizing controlled market development through 2030.
Regulators are drafting specialized decrees covering taxation, accounting standards, and interagency coordination with the State Bank and Public Security Ministry. The MOVE reflects Hanoi's measured approach to digital asset adoption—encouraging innovation while maintaining tight oversight.
